To make chocolate marshmallow cookies, melt butter in a saucepan, then add and melt chocolate chips. In a separate bowl, combine flour, cocoa powder, baking powder, baking soda, and salt.
In a large bowl, beat eggs and sugar, add vanilla, and incorporate the cooled melted chocolate. Gradually add the flour mixture to form dough. Chill dough for 20 minutes.
Preheat oven to 350F, roll 2 tbsp of dough into balls, and bake for 10 minutes. Add half a marshmallow to each cookie and bake for an additional 2-3 minutes. Let cool. Make icing, drizzle over cooled cookies, and top with sprinkles.
