Preheat oven to 425F. Roast garlic heads in foil for 45 minutes, let cool. Reduce oven heat to 350F. In a bowl, mix softened cream cheese, greek yogurt, mayo, and roasted garlic.
Add 1 cup each of mozzarella and parmesan, parsley, garlic powder, and salt. Pour into a baking dish, top with remaining cheese and parsley. Bake at 350F for 20 minutes, then broil for 3-4 minutes until golden brown. Cool for 10 minutes before serving.
